In a bowl, combine the first six ingredients. Spread butter over cut sides of buns. Spread tuna mixture on bun bottoms,replace tops. In a large bowl, whisk together mayonnaise, lemon juice, and red pepper flakes (if using). Drain tuna then add to mayonnaise mixture.
